Teams Newest Defensemen Not Allowed to Play Any Games - Other Then in Canada

The Boston Bruins invited veteran defender Anton Stralman to camp, he was able to impress the Bruins brass throughout the pre-season, so much do in fact that he earned himself a contract, so why isn't he playing?
According to Joe Haggerty of Boston Hockey now, there's a reason Stralman has only been able to play in one game thus far this season, against the Ottawa Senators, in Canada.
Boston is aware of his visa issue and are working to get it resolved as soon as possible, but for now it look as if he can't play in the states at all
The question I have is, if you as an NHL team knew about the visa issues why would you still sign an aging defensemen? To me it seems like a waste of cap space, even if he's only making 1M
