I think If you asked most NHL General Managers they would be down with The NHL raising the teams annual salary caps.

In 2021-2022, the NHL made record revenue with the addition of putting ads on helmets, and is obviously better for it. However, with all that money rolling around , Gary Bettman and the owners saw a fit, to make the NHLPA and players pay into escrow, for a problem not of their own creation.
As for the salary cap raise the NHL approved a measly $1,000,000 increase per team for the upcoming season.
However, Bettman and the owners have decided to be a little more generous, now that they have 3 revenue sources on the uniforms now with Addias still finishing off their agreement through 2024. NHL deputy Commissioner Billy Daly and Gary Bettman, have confidence after making the NHLPA repay owners for lost revenue, they have announced the NHL salary cap may raise again in 2023-24, but will be a significant, they didn't say by how much.
"I've seen some preliminary estimates recently which would make me more optimistic on the cap going up sooner whether that's in two seasons or three seasons, I think it's more likely than not two seasons rather than three," Daly said in an interview with Sportsnet's Elliotte Friedman and Jeff Marek from European Media Day on Wednesday.

Let's not forget the revenue brought in 2021-2022, was a record $5.3 Billion, for the sport.

It is Bettman's mismanagement of tv contracts to blame for the lack of popularity for the sport, which of course affects escrow and player contracts. If we could see someone replace Gary Bettman and Bill Daley maybe things would be better for all.
