A meeting of the NHL's board of governors was held, and several topics were discussed, including the possibility of adding a 33rd club, which would entail another expansion franchise, and the elimination of 3 on 3 overtime was also discussed.

Another strange suggestion from the meeting, which was leaked by insider Chris Johnston, was that bottom-of-the-league clubs may soon compete in a mini-tournament to determine who will receive the first overall pick.
Chris Johnston on Insider Trading says one thing discussed a little at the BOG meetings was to have teams at the bottom of the standings play a series of games for the 1st overall pick, which would eliminate that draft lottery. Little chance of it happening, but it was discussed.

This is quite hard to imagine, as the winner of the mini tournament would get the first overall pick- but shouldn't it be the worst franchise that is most deserving of it?
This was just a proposed idea that we may see more discussion of in the future, but would change the NHL in many ways..
