Leger, who was born in Cornwall ON spent his hockey career on various levels. It began at Saint Francis Xavier University where he was head coach from 1967 through 1972. He had worked in the world hockey association as an assistant coach for both the Ottawa Nationals and the Toronto Toros.
This led to becoming the general manager of the Birmingham Bulls in 1976 and then worked for the Quebec Nordiques as director of player development from 1979 through 1984 and then was promoted to assistant general manager from 1984 through 1995.
He also worked as a scout but the Edmonton Oilers and the New York Rangers to which he retired in 2020. Having worked on all levels of hockey from university through the junior ranks all the way into the NHL certainly gave him great perspective on the game.
